Sustaining the Promise: Realizing the Potential of Workforce Intermediaries and Sector Projects

From 2002 through 2007, the JPNDC and Fenway CDC co-led the Boston Health Care and Research Training Institute, an innovative program to help low-income residents obtain jobs and career advancement in Boston's most important industry: health care and research. Because of the Training Institute, hundreds of Boston area residents have raised their incomes, improved their skills, received promotions and/or obtained degrees or certifications as nurses, surgical technicians or other skilled health care workers.

The Training Institute, which now has a new home at JVS (www.jvs-boston.org), was among the pioneers of a new approach to workforce development: the sectoral initiative, in which an intermediary organization collaborates with a number of businesses in one industry to address the long-term needs of both employers and workers in that field. A new report by Sarah Griffen, the founder of the Boston Health Care and Research Training Institute and former JPNDC Economic Development Director, explores the challenges of sustaining this kind of program. Published by the National Fund for Workforce Solutions, "Sustaining the Promise: Realizing the Potential of Workforce Intermediaries and Sector Projects" draws from the experiences of a variety of sector initiatives from across the United States.
